Directory of Certified Firms
OMWBE’s Directory of all Certified Firms was designed in part to help buyers and contracting officers more quickly locate and notify certified firms of upcoming procurement and contracting opportunities.
If you are looking for a list of all certified DBE firms, please go to the link that says "Directory of Certified DBE Firms" on the left side of this page. (It will be the second link down).
The Directory enables them to target their solicitation and supplier diversity outreach efforts. All business listings in the Directory contain the codes assigned to the certified firm and the ability to email the certified firm. Information in the Directory is updated nightly.
Customized lists can be created using any of the following sort methods on the Main Menu:
- Search By Business DBA Name
- Search By Business Description (Keyword)
- Search By NAICS Code (North American Industry Classification System Code)
Each of these sort methods will also identify businesses in a particular geographical area; e.g., county, state, or zip code.

Downloadable lists are updated every Thursday. All firms are listed by their DBA name only.

Any changes to an already certified firm with OMWBE need to be submitted to Jean Wheat, Administrative Support Manager. This includes requests to add NAICS codes, structure changes, ownership changes, appeals (denied firms/intented firms), name changes, etc. You can email this information to Jean Wheat at jwheat@omwbe.wa.gov. Directory of Certified DBE Firms:
The Office of Minority and Women’s Business Enterprises, as-Washington’s Unified Certifying Authority is providing “The Directory of Certified DBE Firms” on its website in addition to its regular Directory of Certified Firms. The Directory of Certified DBE Firms includes all firms certified as Disadvantaged Business Enterprises by OMWBE. Information concerning a firm’s DBE certification status, including its assigned NAICS codes are in the Directory along with other information provided by WSDOT.
The DBE Directory is a Microsoft Excel file containing three (3) worksheets:
- Worksheet #1 – Alphabetized list of firms by name correlated with work description(s) the firm is certified to perform.
- Worksheet #2 – Alphabetized list of work descriptions with drop down lists of firms certified to perform the work as described.
- Worksheet #3 – Contains contact information for all of the DBEs.
Attention: Contractors performing on WSDOT and Highway & Local Programs projects:
This Directory of Certified DBE Firms is being provided as a tool to be utilized to determine DBE eligibility on WSDOT and Highways & Local Programs projects with Condition of Award (COA) DBE Goals. It may also be used to determine DBE eligibility towards race-neutral participation (i.e. projects with Federal-Aid and no COA DBE Goals).
Prime Contractors and Consultants are encouraged to utilize the Directory of Certified DBE Firms to determine if a DBE is certified to perform a specific scope of work for purposes of qualifying as credit towards meeting the COA DBE Goal or as race-neutral participation on a federally funded WSDOT project. The Directory of Certified DBE Firms interprets the North American Industry Classification (NAICS) Codes in “plain talk.” Within the Directory of Certified DBE Firms, work descriptions, (scope of work) (i.e. asphalt paving; landscaping; concrete pumping; etc.) are intended to assist contractors in correctly filling out the DBE Utilization Certification Form.
If a DBE is used for meeting a COA DBE Goal on a WSDOT and Highway & Local Programs project and they are not listed on the DBE Directory for that scope of work (i.e. Work Description) they may not count towards COA DBE Goal and your bid may be considered non-responsive. On the DBE Certification Utilization Form, please list the Work Description in the Description of Work Column. The information on the Directory of Certified DBE Firms is updated Monday through Thursday, therefore it is best to check the information on the spreadsheet often.

Notice to DBE Contractors Re: Signing “Written Confirmation”

Graduates
Firms graduate from our certification programs when they are no longer considered disadvantaged by the program and are no longer in need of OMWBE’s assistance. Some firms may also graduate out of their NAICS classification when they exceed the size standard for that code.

De-certification Reason Codes:
- CTRL – Firm no longer satisfied the control requirements of the program
- GRAD – Firm has graduated from the OMWBE Program
- LIC – Firm is not properly licensed
- MISC – Firm was decertified for failure to notify the office of significant changes which impact eligibility
- NLIB – Firm notified the office they are no longer in business or office staff were unable to make any contact with the firm
- OWNS - Firm no longer satisfied the ownership requirements of the program
- RSVP – Firm failed to respond to requests for information or re-certification
- RECL – Firm requested the office close their file
