NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue Suite 503, Bellingham WA 98225 for the following:

HOLEMAN AVENUE STORMWATER IMPROVEMENTS

UNTIL: 2:30 PM Tuesday, April 2, 2024

At which time and place the bids will be publicly opened (virtual via Zoom) and read aloud. All bidders and any other interested people are invited to watch the live bid opening via Zoom. Late submittals will not be considered.

Whatcom County Public Works requests bids for the Holeman Avenue Stormwater Improvements project. This project provides for the repair and upgrade of an existing stormwater conveyance system on Holeman Avenue near Bellingham, Washington to reduce the frequency and amount of localized flooding in the area. The conveyance system will be upsized and a French drain will be added parallel to the storm system to intercept shallow groundwater that would otherwise flow to the steep bluff north of Holeman Avenue. All facilities will be installed in the public right-of-way or easements. The installed facilities include approximately 878 LF of storm pipe, 525 LF of French Drain, and 11 catch basins including associated restoration, and other work, as further described in the bid documents.

Whatcom County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
