NOTICE TO CONSULTANTS FOR SECONDARY ACCESS PROJECT

The Town of Concrete solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately two years in duration with an estimated start time of June 1, 2024 and estimated end date of June 30, 2026 with the option for the Town of Concrete to extend it for additional time and money if necessary.
The Town of Concrete reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Consultants will be considered for the following project.

Project Description: The work to be performed by the CONSULTANT consists of preparing and or updating preliminary engineering design and cost estimates for construction of approximately 2,500 lineal feet of street improvements including traffic lanes, shoulders, traffic curb and gutter, planter strip, bicycle, and pedestrian paths as well as fire hydrants, storm drainage, sanitary sewer, and water facilities. This project has a Voluntary 10% SBE goal and the Consultant will be required to submit a SBE Participation Plan prior to commencing work.

The major features of the project are as follows:

- Update and Finalize Design Documents and Construction Administration
- Traffic Lanes, Shoulders, Curb and Gutter, Planter Strip and Bicycle/Pedestrian Path.
- Strom Drainage, Sanitary Sewer and Water Services including Fire Hydrants.
- Environmental Documentation and Preparation of Permit Applications.

The Town of Concrete reserves the right to retain the services of the successful firm(s) for any subsequent phases (CN) associated with this/these project(s). Subsequent phases will be evaluated for a DBE goal.
Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project Manager and Key Personnel
2) Qualifications, Expertise and Experience of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan) Submittal Submittals should include the following information: Firm name, phone, and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.

Any submission of cost proposals or elements of cost shall be submitted in a concealed format and separate from technical/qualification proposals as these will not be considered in the evaluation, ranking, and selection phase. Submittal review and interviews, if required, are estimated to begin no later than June 10, 2024 with notifications being made no later than June 28, 2024. A cost-plus fixed fee consultant agreement will be utilized for this project.
