S2403 Property & Casualty Market Report for Housing Providers

The purpose of this RFP is to solicit responses from individuals or Vendors interested in participating on a project to study the availability and affordability of property and liability insurance for housing providers receiving housing trust fund resources under RCW 43.185A.130 and serving extremely low-income households under RCW 36.70A.030 as directed in Substitute House Bill 2329, 68th Legislature, 2024 Regular Session (SHB 2329 (2024)).

 

The purpose behind this study is to identify the specific factors impacting the availability and affordability of insurance for these housing providers and provide policy recommendations. The Contractor will complete their study and submit their final report to OIC no later than November 7, 2024.

 

Contractor selected will be required to:

  • Collect and analyze at least 5 years of data on the number and types of policies in effect, whether and why policies were canceled, claims activity, and premiums and deductibles.
  • Make recommendations on potential policy and budget options.
  • Submit a draft report by October 7, 2024.
  • Attend (virtually) legislative hearings or workgroups in the 2024-2025 legislative session.

 

Minimum qualifications include:

  • Demonstrate knowledge of, and prior experience in, the areas of work for which the proposal is being submitted. Vendor must have previously held three (3) years of responsibilities substantially the same as, or very similar to, the Scope of Work in Section 1.2 of this RFP.
  • Contractor must be or employ actuaries who are members of the American Academy of Actuaries and Society of Actuaries and meet the qualification standard to complete the scope of work stated in this RFP.
    • Credentialed actuaries shall perform or be responsible for all actuarial services under the Contract. Actuarial work must be supervised by an individual who is a member of the American Academy of Actuaries.
