Notice is hereby given that Jefferson County, State of Washington, is accepting bids until 2:00 PM on Friday, May 30, 2024 via email at tcoleman@co.jefferson.wa.us , or they can be hand delivered Attn: Tracy Coleman, Central Services Director, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368. An email receipt will be sent for those being sent via email. If you do not receive an email, your bid has not been received. The bid is for removing existing plywood, six (6) windows and canopy from the front of the existing building and replacing.

Work: This bid award will contract for removing existing plywood, windows and canopy of the Jefferson County Animal Shelter. Replacing MDO plywood siding & vapor barrier, with new vapor barrier and Hardie Plank HZ10 8.25 in X 144” Primed Cedarmill Fiber Cement Lap siding; replace six (6) existing windows six (6) Andersen 35-1/2 in. X 59-1/2 in 100 Series Black Single-Hung Composite window with Black Int., SmartSun Glass and automatic locking window when closes.The contractor will do a design build for the required window framing; replacing the existing canopy with a wooden post and beam 6-foot gable entry, with a 4/12 pitch, roofing shingles to be Owens Corning 40-year Oakridge Estate Gray Algae Resistant Laminate Architectural Roofing, design build for tie in of new canopy to the building; Hardie Plank siding to be painted using Sherwin-Williams Exterior Duration Satin. Color of paint to be provided within 5 business days of bid award.

Site Meeting: In order to bid this project, you must attend a mandatory site meeting, you must verify the material quantity and measurements. Site meeting options to attend are Thursday, April 9 at 8:00 AM or 1:00 PM, or Monday, May 20th at 9:30 AM. The original plan set of the animal shelter is available on line with original permit documentation. Jefferson County is responsible for the building permit and will have building permit in hand upon award. You must work with the Animal shelter and be sensitive to the animals in the surrounding. There are no engineers estimate for this project.

Bid Proposal: Must include the following line item breakdown and summary:

  • Mobilization $
  • Demolition - Removal of existing siding, window and canopy $
  • New vapor barrier, board and fiber cement siding $
  • New framing and windows $
  • New wooden gable canopy $
  • Project Bond $
  • Tax $
  • Total Lump Sum Bid $

Schedule: The contractor must complete work within 30-days of a mutually accepted start date, but no later than September 30, 2024. Contractor to note on the bid proposal anticipated start and completion date.

Bid Documents: Bids must be submitted in accordance with outlined breakdown and schedule as noted above. Original Shelter drawings, required work is posted on the website at https://www.co.jefferson.wa.us/Bids.aspx

Bond: Each bid shall be accompanied by a bid bond, postal money order, cash, cashier’s check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) calendar days of the award. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding.

The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
