Behavioral Health Program Development Consultant

Community Lifeline of Mason County is the only emergency shelter open to single adults without children in Mason County, Washington. We are a  low-barrier shelter that offers 35 nightly beds, meals, hygiene facilities, clothing, case management, peer support programs, job training, resource connection, referrals, and related services all leading to a pathway to permanent housing.

Community Lifeline's mission is "To provide emergency shelter and supportive services, including case management and counseling for substance abuse and behavioral health needs, to individuals impacted by homelessness."  In an effort to meet our mission we applied for and were awarded Apple Health and Homes Capacity Building grant funds focused on becoming a Certified Behavioral Health Agency (CBHA) with a limited scope of practice that allows Medicaid billing for eligible behavioral health support services.

Community Lifeline is seeking a well qualified and experienced individual or entity to: assist with development of the required work plan and policies and procedures needed to become a CBHA; formulate additional documents as needed for licensing such as creating job descriptions for staff positions; generating a Professional Disclosure and other templates/forms; participating in training, technical assistance sessions, consultations and similar; identifying and engaging partners; assisting with the license application process; and similar work as requested.

Performance Period: Contract execution to December 15, 2024.

Skills and Experience

1. Two or more years of experience in designing and implementing programs and/or service delivery plans (required) behavioral health specific (highly preferred).

 

2. Two or more years of experience developing policies and procedures (required) behavioral health specific (highly preferred).

 

3. Experience with developing or managing Medicaid reimbursable service programs (highly preferred).

 

4. Knowledge of Washington State Behavioral Health Agency structure requirements, licensing and overarching RCWs and WACs (highly preferred).

 

5. Experience developing and enhancing partnerships with state and local government departments/agencies, service providers, community leadership and similar (highly preferred).

 

6. Ability to serve as an effective team member and represent Community Lifeline in a professional and respectful manner (required).

 

7.  Excellent communication, problem-solving and interpersonal skills.

 

8. Strong sense of discretion and confidentiality required.

 

Proposal Requirements:

The proposal should contain the following components.  Additional information that may prove beneficial during the reviewing and awarding process is welcomed. 

1.  Contact name, company name (if applicable), address, telephone number and e-mail address.

2.  Description of skills, experience and ability to meet RFQ requirements. If submitting a proposal as a team include each member's name, title, skills, experience and role in the project.

3.  References including project type, dates, contact info and description.

4.  Availability including number of hours and the days of the week.

5. Statement addressing whether the submitting individual or entity is a minority and/or woman owned business.

6. Two sample policies, procedures, service plans or similar that were formulated by the submitter.

7. Hourly rate (estimated 200-300 hours depending on rate) and other anticipated expenses.

8. Statement agreeing to entering into a Professional Services Agreement that will include terms and conditions contained in Community Lifeline's contract with the Washington State Department of Commerce.

Additional Work:

Community Lifeline, at its sole discretion, may extend the contract with the successful submitter to complete additional work without re-issuing another RFQ or similar.
